Arizona's written test comes before any instruction permit, and you can practice it at home through AZMVDNow.gov. Teens get the permit at 15½, hold it six months and log 30 hours of practice before the graduated license, with its midnight-to-5 a.m. and one-passenger limits; the road test requires answering the examiner's directions in English.
