In 1982 a university sophomore wrote a term paper arguing that a 1789 amendment James Madison proposed - and every other state had forgotten - could still be ratified, since Congress never set it a deadline. His professor graded the paper a C. He spent the next ten years mailing every state legislature in the country, and in 1992 Michigan made it official: the 27th Amendment, on the books 203 years after it was written.
